The Executive Board is the executive collegiate body of administration which is responsible for the management and representation of CAIXA, ensuring the regular functioning of the Bank in accordance with the general guidance outlined by the Board of Directors.
It consists of the CEO, the Vice- Presidents and CAIXA’s Executive Directors which are organized into the Management Board, Third-Party Asset Management Board, and Government Funds and Lotteries Board.

Rita Serrano | CEO | ||
Mrs. Serrano was born in Santo André/SP and holds a degree in Social Studies and History and a master’s degree in Business Administration from São Caetano do Sul University (USCS).
She has been an employee at CAIXA since 1989, where she held several positions in the institution. In 2017, she was elected for the first time by CAIXA employees to occupy a seat in the bank’s highest management, the Board of Directors, where she focused on defending CAIXA’s integrity and sustainability, in addition to improving employees working conditions. In 2022, she was re-elected for the third term, in the first round, with 91% of the valid votes after competing with more than 30 candidates.
As a writer, she has published several books. In 2018, she launched “Caixa, Banco dos Brasileiros” (Caixa, bank of Brazilians), the text critically recounts the centenary history of the bank. In the most recent work, “Rompendo barreiras” (Breaking barriers), she talks about her life trajectory, militancy in social movements, trade unions, in defense of public assets, and describes the challenges for women to occupy decision making and leadership positions. The book has several articles published by her over the last years, with themes about CAIXA and the importance of public companies for the development of Brazil.

Edilson Carrogi Ribeiro Vianna | Operating Agent | ||
Mr. Edilson was born in Sorocaba (SP) and has been a Caixa employee since 1998, with experience in highly complex positions and outstanding performance in several areas such as Lotteries, Government Funds, and Worker’s Severance Fund (FGTS). He has held leadership positions for 20 years, including holding office in the National Management, National Superintendence, and the Executive Board. On March 26, 2019, he took office as Managing Director of Caixa Econômica Federal.
He holds a law degree, an MBA in Management Development, and an MBA in Financial Management with an emphasis on Capital Markets. He holds a master’s degree in Public Administration from Instituto Brasiliense de Direito Público (IDP).

Marcos Brasiliano Rosa | Finance and Controlling | ||
Marcos Brasiliano Rosa was born in Goiatuba/GO, and has been a CAIXA employee since 1989, when he joined Piracanjuba/GO branch. During that time, Mr. Rosa acted in the management of several processes linked to the Vice-Presidency of Finance and Controlling, having been the bank’s Accountant for 8 years, in addition to being responsible for the Tax Management and Controlling processes, including Data Governance (Chief Data Officer – CDO).
On January 22, 2020 Mr. Rosa took office as Controlling Executive Director, cumulatively responding for the Finance Office between January and November 2020. On January 20, 2023 he was appointed to answer temporarily for the Vice-Presidency of Finance and Controlling.
Mr. Rosa holds a bachelor’s degree in Accounting and a postgraduate degree in Financial Management and Controlling.

Sérgio Henrique Oliveira Bini | Investment Funds | ||
Mr. Bini was born in São Paulo/SP and has been a CAIXA career employee, holding several leadership positions such as National Manager, National Superintendent and Managing Director of third-party asset management, acting on the structuring, distribution, and management of investment funds and, therefore, having a broad strategic and systemic vision of such business model. Mr. Bini has also worked as Director of Planejar – Associação Brasileira de Planejadores Financeiros (Brazilian Association of Finantial Planners) and is member of several fund committees at ANBIMA, representing CAIXA. He has over 21 years of experience on the financial market, including 11 years in senior leadership positions in the investment funds area (Asset Management). In addition to that, Mr. Bini is a finance professor, lecturing disciplines of derivatives and behavioral finance.
Mr. Bini holds a master’s degree in Economics with an emphasis in behavioral finance from Fundação Getúlio Vargas (FGV), a postgraduate degree in finance from Fundação Dom Cabral (FDC) and in Master Business Economics from Fundação Getúlio Vargas (FGV), and a bachelor’s degree in Business Administration from Universidade Federal de Minas Gerais (UFMG). He is also a portfolio and securities manager authorized by CVM (Brazilian Securities and Exchange Commission) since 2016, holds the IBGC (Brazilian Institute of Corporate Governance) Board Member certification since 2017, the ANBIMA Managers certification (CGA) since 2016 and is a Certified Financial Planner – CFP® since 2013.

Tiago Cordeiro de Oliveira (Interim) | Government | ||
Mr. Oliveira was born in Tupã, in the state of São Paulo, and is a CAIXA employee since 2003, working in the Lotteries, Information Technology and Government areas, with an emphasis to the operation management of the social benefits paid by CAIXA, such as the Bolsa Família and the Emergency Aid. Mr. Oliveira occupied management and leadership positions since 2005, such as Coordinator, Executive Manager, Clients and Businesses Manager, National Manager and National Superintendent. On February 25, 2021, he took office as Managing Director of Caixa Econômica Federal.
Mr. Oliveira has a bachelor’s degree in Business Administration with an emphasis in Marketing, an MBA in Information Technology Governance and is currently pursuing his master’s degree in Strategic Management of Organizations at Instituto de Educação Superior de Brasília.

Inês da Silva Magalhães | Housing | ||
Mrs. Magalhães was born in São Paulo and is a sociologist with over 25 years of experience in management and formulation of public policies, especially in the housing and urban development areas. In her professional trajectory in the public sector, she held several senior positions on the municipal and federal levels, and has additionally worked as Consultant in International Agencies. Since 2017 she has been acting as senior consultant in housing and urban development projects for international agencies such as the World Bank and ONU-Habitat. From 2003 to 2016 Mrs. Magalhães worked in the Federal Government as Minister of State, National Secretary of Housing and Director of Policies for Precarious Settlements. During this period, she took part in the institutional, legal, and programmatic restructuring of the housing sector. She has institutionally led the elaboration of the National Housing Policy, besides the design, regulation, and implementation of the two main housing programs of the period: the “Programa Minha Casa Minha Vida” and “PAC – Programa de Urbanização da Favela”.
Mrs. Magalhães holds a bachelor’s degree in Sociology from Pontifícia Universidade Católica – PUC (1987), a Full Licentiate in Social Sciences from Pontifícia Universidade Católica – PUC (1988) and a degree in Situational Strategic Planning from Friedrich Ebert Foundation (1998).

Mônica dos Santos Monteiro | Logistics, Operations and Security | ||
Born in Niterói/RJ, Mrs. Monteiro has worked in Caixa Econômica Federal from 2001 to 2010 in the Delegated Services, Government Funds and Oil and Gas areas, participating in the implementation of the income transfer programs and the management of social and environmental funds of the Brazilian Federal Government. On October 05, 2022, she took office as Vice-President of Sustainability and Entrepreneurship of Caixa Econômica Federal.
Mrs. Monteiro has been an employee of the Brazilian Development Bank (BNDES) since 2010, holding prominent positions in the areas of public and socioenvironmental management, privatization, and investor relations. With a bachelor’s degree in Architecture and Urbanism from UFF, Mrs. Monteiro is also a Specialist in Finance from the Brazilian Institute of Capital Markets (IBMEC/RJ). She holds a master’s degree in Urban and Environmental Engineering from Pontifícia Universidade Católica/RJ and from Technische Universität Braunschweig, and a master’s degree in Sustainability from FGV/SP.
Mrs. Monteiro is an author of book and papers aimed at Sustainability, active in academic productions on the subject, and has also participated in international entrepreneurship programs at Babson College and EGADE Business School.

Ronny Peterson da Costa | Wholesale Business | ||
Mr. Costa was born in São Bernardo do Campo/SP, and has been a CAIXA employee for 17 years. He has held technical and management positions, and has directly taken part in the construction of CAIXA’s Wholesale Network. Executive Superintendent, CAIXA’s Middle segment Head in São Paulo’s capital with solid experience and acting in Retail and Wholesale. Mr. Costa is also a Universidade CAIXA instructor, recognized as a trainer of leaderships and high-performance teams.
Mr. Costa has a master’s degree in Management and Business Administration from Universidad de la Empresa – UDE, an MBA in Strategic and Economic Business Management and People Strategic Management, both from Fundação Getúlio Vargas – FGV, a postgraduate degree in Business Management from Faculdade de Engenharia Industrial – FEI, and a bachelor’s degree in Business Administration from Escola Superior de Administração e Negócios – ESAN – UNIFEI.

Thays Cintra Vieira | Retail Business | ||
Born in Uberlândia/MG, she has been an employee of CAIXA since 2001. She followed her professional path in the Digital Channels, CAIXA AQUI Correspondents and Lottery Units areas. In 2019, she served as Executive Director and interim Vice President of Logistics. In 2021 she was ahead of Regional Superintendence of Triângulo Mineiro/MG.
Graduated in Business Administration from the University of Brasília-UnB, she holds a postgraduate degree in Project Management from the Catholic University of Brasília-UCB and a master’s in Governance and Innovation from the Catholic University of Brasília-UCB.

Rogerio Saab (Interim) | Human Resources | ||
Rogerio was born in São Paulo – SP, and has recently worked as ESG and Investor Relations Superintendent at Elo Cartões. He was also National Superintendent of M&A at CAIXA Participações S.A., contributing to the structuring and alienation of companies of the conglomerate, and National Superintendent of Social Benefits at CAIXA, operating some of the main national public policies, among which the Family AID (Bolsa Família), the Student Financing Fund (FIES), the Unemployment Insurance and the Social Integration Program (PIS). Mr. Saab has worked at CAIXA’s branch network, was advisor to the Presidency and National Manager of Innovation, responsible for the creation of that department. On January 27, 2023, Mr. Saab was appointed to answer temporarily for the Vice-Presidency of Corporate Management.
Mr. Saab has a bachelor degree in Business Administration from the University of Brasilia (UnB) and a master’s dregree in Global Banking and Finance from Regent’s University, England. He also has an MBA in Finance from Ibmec and has lectured as substitute teacher at the Accounting Department at UnB.

Júlio Cesar Volpp Sierra | Retail Network | ||
Born in Rolândia (Paraná), he has been working at CAIXA since 2000, and served as the CEO of CAIXA Cartões Holding from January 2020 to November 2021. Before that, he was Vice-President of Retail Business from January 2019 to January 2020, and Director of the Retail Network and Customers from February 2018 to January 2019.
He earned a master’s and a PhD degree in Business Administration from Universidade Nove de Julho. He is currently a researcher in the Postdoctoral Program at the Polytechnical Institute of Leiria, in Portugal.

Henriete Alexandra Sartori Bernabé | Risks | ||
Henriete Bernabé was born in Americana/SP and has worked in the private market for over 10 years in the areas of Costs, Budget and Pricing. A CAIXA employee since 1999, Mrs. Bernabé built her career in the risk area of the institution, with an emphasis on credit risk to the corporate segment and construction industry. She has also acted in the institutional relationship with external bodies of control and supervision and in the implementation of the defense lines model. In 2019, Mrs. Bernabé assumed the National Superintendency of the Worker’s Severance Fund Management (FGTS), coordinating the payment actions of the extraordinary withdrawals and implementing the 100% Digital Withdrawal through the APP FGTS. She has also coordinated the migration process of the Personal Damage Insurance Caused by Land Motor Vehicles (DPVAT) management to CAIXA, through the APP DPVAT CAIXA, with a 100% digital journey.
In February 2021, Mrs. Bernabé took office as Managing Director of Risks and later the Operations and Contracts Office. In June 2021, she took office as Vice-President of CAIXA in the area of Logistics and Banking Operations, where she acted in the processes of Procurement, Contracting, Banking Operations, Logistics and Security. Mrs. Bernabé took office as Vice-President of Operating Agent in November 2021, accounting for the Lotteries, FGTS and the Government Funds under CAIXA’s management. In April 2022 she assumed the institution’s Vice-Presidency of Housing.
Mrs. Bernabé holds a bachelor’s degree in Economics and an MBA in Finance, Controllership and Strategy of Investments and Financing.

Adriana Nascimento Moreira da Silva Salgueiro | Technology and Digital | ||
Mrs. Salgueiro was born in São Paulo/SP and has been a CAIXA employee since 2006, acting in several areas, such as the Worker’s Severance Fund (FGTS), Information Technology, Transfer of Public Resources – Government Services, Qualified Services to the Capital Market, Internal Controls and Conglomerate, Money Laundering Prevention and FCVS (Salary Variations Compensation Fund) Operation – Government Funds. Mrs. Salgueiro has held leadership positions over the last 10 years, such as National Superintendent of Information Technology Governance and National Superintendent of Public Resources Transfer, in addition to having been a member of FUNCEF’s Deliberative Council. She has over 14 years of experience prior to CAIXA, in activities linked to Auditing and Controllership.
Mrs. Salgueiro holds a bachelor’s degree in Business Administration, a master’s degree in Knowledge Management and Information Technology from Universidade Católica de Brasília, an MBA in Financial Management with an emphasis on Capital Market from Fundação Getúlio Vargas (FGV). She also holds postgraduate degrees in Controllership from Universidade de Brasília and Internal and External Audit from ICAT – AEUDF, and has finished the “Women’s Leadership Network in Brazil” program promoted by Columbia Global Center Rio.
