The Executive Board is the executive collegiate body of administration which is responsible for the management and representation of CAIXA, ensuring the regular functioning of the Bank in accordance with the general guidance outlined by the Board of Directors.
It consists of the CEO, the Vice- Presidents and CAIXA’s Executive Directors which are organized into the Management Board, Third-Party Asset Management Board, and Government Funds and Lotteries Board.

Carlos Antônio Vieira Fernandes | CEO | ||
Born in Lagoa de Dentro/PB, Carlos Antônio Vieira Fernandes has a master’s degree in Finance from the Université Paris 1 Panthéon – Sorbonne, a postgraduate degree in Business Strategies, Foreign Trade and Finance, and a degree in Economics and Social Studies. He is currently studying for a doctorate at the Management School (IAE) of the University of Bordeaux.
He served as interim Minister of Cities and Integration in alternating periods between 2014 and 2015. He was Executive Secretary of the Ministry of Cities and Integration, with extensive experience in strategic executive positions and functions, such as: Chief Executive Officer of Fundação dos Economiários Federais (FUNCEF), Chief Executive Officer and Chief Operating Officer of Financeira BRB, Chairman of the Board of Directors of Companhia de Desenvolvimento dos Vales do São Francisco e do Parnaíba (CODEVASF), Chairman of the Board of Directors of Empresa Brasileira de Transportes Urbanos (CBTU), Chairman of the Board of Directors of Transporte Urbano de Porto Alegre (TRENSURB) and member of the Board of Directors of LITEL and VALE.
CAIXA employee for over 30 years, he has held strategic management positions in the business and real estate credit areas. He was also Chief Consultant to the CAIXA Presidency.
On November 7, 2023, he took office as President of Caixa Econômica Federal.

Rodrigo Hideki Hori Takahashi (Interim) | Operating Agent | ||
Born in Rio de Janeiro/RJ, Mr. Takahashi began his career at CAIXA in 2003, in the area responsible for the financial execution of social programs. In 2005, he began working in the Lotteries area, where he held several technical and managerial positions, standing out for managing the digital transformation movement of lotteries.
He has a degree in Law and a postgraduate degree in Marketing for Products and Services from Centro Universitário de Brasília – CEUB and is studying for a master’s degree in Public Administration at Fundação Getúlio Vargas – FGV.

Marcos Brasiliano Rosa | Finance and Controlling | ||
Marcos Brasiliano Rosa was born in Goiatuba/GO, and has been a CAIXA employee since 1989, when he joined Piracanjuba/GO branch. During that time, Mr. Rosa acted in the management of several processes linked to the Vice-Presidency of Finance and Controlling, having been the bank’s Accountant for 8 years, in addition to being responsible for the Tax Management and Controlling processes, including Data Governance (Chief Data Officer – CDO).
On January 22, 2020 Mr. Rosa took office as Controlling Executive Director, cumulatively responding for the Finance Office between January and November 2020. On January 20, 2023 he was appointed to answer temporarily for the Vice-Presidency of Finance and Controlling.
Mr. Rosa holds a bachelor’s degree in Accounting and a postgraduate degree in Financial Management and Controlling.
On February 24, 2023 he took office as Vice-President of Caixa Econômica Federal.

Sérgio Henrique Oliveira Bini | Investment Funds | ||
Mr. Bini was born in São Paulo/SP and has been a CAIXA career employee, holding several leadership positions such as National Manager, National Superintendent and Managing Director of third-party asset management, acting on the structuring, distribution, and management of investment funds and, therefore, having a broad strategic and systemic vision of such business model. Mr. Bini has also worked as Director of Planejar – Associação Brasileira de Planejadores Financeiros (Brazilian Association of Finantial Planners) and is member of several fund committees at ANBIMA, representing CAIXA. He has over 21 years of experience on the financial market, including 11 years in senior leadership positions in the investment funds area (Asset Management). In addition to that, Mr. Bini is a finance professor, lecturing disciplines of derivatives and behavioral finance.
Mr. Bini holds a master’s degree in Economics with an emphasis in behavioral finance from Fundação Getúlio Vargas (FGV), a postgraduate degree in finance from Fundação Dom Cabral (FDC) and in Master Business Economics from Fundação Getúlio Vargas (FGV), and a bachelor’s degree in Business Administration from Universidade Federal de Minas Gerais (UFMG). He is also a portfolio and securities manager authorized by CVM (Brazilian Securities and Exchange Commission) since 2016, holds the IBGC (Brazilian Institute of Corporate Governance) Board Member certification since 2017, the ANBIMA Managers certification (CGA) since 2016 and is a Certified Financial Planner – CFP® since 2013.

Tiago Cordeiro de Oliveira (Interim) | Government | ||
Born in the city of Tupã, in the state of São Paulo, Mr. Oliveira has been a CAIXA employee since 2003, working in the areas of Lotteries, Information Technology and Government, with emphasis on the management of the operation of social benefits paid by CAIXA, such as Bolsa Família and Emergency Aid. He has held management and leadership roles since 2005, such as Coordinator, Executive Manager, Client and Business Manager, National Manager and National Superintendent. On February 25, 2021, he took office as Managing Director of Caixa Econômica Federal.
Mr. Oliveira has a Master’s degree in Strategic Management of Organizations at Instituto de Educação Superior in Brasília, a degree in Business Administration with a Specialization in Marketing and an MBA in Information Technology Governance.

Inês da Silva Magalhães | Housing | ||
Mrs. Magalhães was born in São Paulo and is a sociologist with over 25 years of experience in management and formulation of public policies, especially in the housing and urban development areas. In her professional trajectory in the public sector, she held several senior positions on the municipal and federal levels, and has additionally worked as Consultant in International Agencies. Since 2017 she has been acting as senior consultant in housing and urban development projects for international agencies such as the World Bank and ONU-Habitat. From 2003 to 2016 Mrs. Magalhães worked in the Federal Government as Minister of State, National Secretary of Housing and Director of Policies for Precarious Settlements. During this period, she took part in the institutional, legal, and programmatic restructuring of the housing sector. She has institutionally led the elaboration of the National Housing Policy, besides the design, regulation, and implementation of the two main housing programs of the period: the “Programa Minha Casa Minha Vida” and “PAC – Programa de Urbanização da Favela”.
Mrs. Magalhães holds a bachelor’s degree in Sociology from Pontifícia Universidade Católica – PUC (1987), a Full Licentiate in Social Sciences from Pontifícia Universidade Católica – PUC (1988) and a degree in Situational Strategic Planning from Friedrich Ebert Foundation (1998).

Anderson Aorivan da Cunha Possa | Logistics, Operations and Security | ||
Born in Canoas/RS, Mr. Possa has been a career employee of Caixa Econômica Federal since 2000. He has held several management positions, including National Superintendent and Consultant to the Vice-Presidency at the Headquarters in Brasília/DF, Executive Superintendent, Regional Manager, Branch Manager and Business Portfolio Manager in the State of Rio Grande do Sul. He worked as Executive Director of Banco do Nordeste do Brasil from 2020 to 2024. Mr. Possa also served as Superintendent of Public Sector Business at Banco de Desenvolvimento de São Paulo, Desenvolve SP, in the city of São Paulo/SP. He has experience in the areas of Administration, Finance and Business, with an emphasis on Administration of Financial Institutions. He has also completed corporate governance programs for board members and business administrators, with an emphasis on financial institutions and capital markets, from Fundação Dom Cabral (FDC).
Mr. Possa holds a degree in Law from the University of Passo Fundo, a postgraduate degree in Civil Procedure from CESUSC-SC, a master’s degree in Finance from the Sorbonne Business School/Paris 1 Panthéon-Sorbonne (FR); a master’s degree in Economics from IDP-DF and is currently studying for a doctorate in Business Administration from the Université de Bordeaux (FR). He holds a Professional Certification from ANBIMA – Series 20 (CPA 20).

Born in Governador Valadares/MG, Mr. Assis held the position of Special Advisor to the Presidency of Banco Master in the financial and legal area, Advisor of autarchy of a special nature – Brazilian Bar Association, Minas Gerais Section – Substitute Advisor and Advisor to the Special Body, Auditor of the Court of Sports Justice of FMF, Professor of Undergraduate and Postgraduate Law at PUC/MG; IEC/PUCMINAS; IDP and CEDIN.
He has a degree, master’s degree, and doctorate in Law.

Francisco Egidio Pelúcio Martins | Human Resources | ||
Born in Fortaleza/CE, Mr. Martins was an employee of Banco do Nordeste for over 30 years, having worked in management positions, held the position of Financial Director at Ânima Educação S.A., was the CEO of Construction company NORCON S.A., the Controller Director at Group Bonfim and Board Member of CAIXA Consórcios. He held the position of Vice-President of Credit at CAIXA from 2004 to 2007.
Mr. Martins holds a specialization in Civil Procedural Law and Corporate Finance and holds a degree in Law.

Henriete Alexandra Sartori Bernabé | Risks | ||
Henriete Bernabé was born in Americana/SP and has worked in the private market for over 10 years in the areas of Costs, Budget and Pricing. A CAIXA employee since 1999, Mrs. Bernabé built her career in the risk area of the institution, with an emphasis on credit risk to the corporate segment and construction industry. She has also acted in the institutional relationship with external bodies of control and supervision and in the implementation of the defense lines model. In 2019, Mrs. Bernabé assumed the National Superintendency of the Worker’s Severance Fund Management (FGTS), coordinating the payment actions of the extraordinary withdrawals and implementing the 100% Digital Withdrawal through the APP FGTS. She has also coordinated the migration process of the Personal Damage Insurance Caused by Land Motor Vehicles (DPVAT) management to CAIXA, through the APP DPVAT CAIXA, with a 100% digital journey.
In February 2021, Mrs. Bernabé took office as Managing Director of Risks and later the Operations and Contracts Office. In June 2021, she took office as Vice-President of CAIXA in the area of Logistics and Banking Operations, where she acted in the processes of Procurement, Contracting, Banking Operations, Logistics and Security. Mrs. Bernabé took office as Vice-President of Operating Agent in November 2021, accounting for the Lotteries, FGTS and the Government Funds under CAIXA’s management. In April 2022 she assumed the institution’s Vice-Presidency of Housing.
Mrs. Bernabé holds a bachelor’s degree in Economics and an MBA in Finance, Controllership and Strategy of Investments and Financing.

Laércio Roberto Lemos de Souza | Technology and Digital | ||
Born in Recife/PE, Mr. Souza was employed by CAIXA from 1981 to 2019, having worked in management positions, such as Branch General Manager, Regional Superintendent, National Manager, Consultant to the CEO and National Superintendent. Furthermore, he served as General Coordinator in the Ministries of Tourism and Education, as Chief of Staff in the Ministry of Development, Industry and Foreign Trade, as Director in the Ministries of Regional Development and Agriculture and as Undersecretary of Planning, Budget, and Administration in the Ministry of Cities.
He has a degree in Business Administration, a postgraduate degree in Business Management and a master’s degree in finance.

Born in Brasília/DF, Mr. Matias has been a CAIXA employee for 23 years and has worked in the areas of Retail Network, Business, Strategy, Housing, Technology and Presidency, has held management and leadership roles since 2004, such as Manager, Coordinator, Segment Manager, Clients and Business Manager, National Manager and National Superintendent. He was Director of the areas of Products, Clients and Retail Strategy, Digital Transformation, IT and Digital Architecture, Technological Solutions. Since November 2023, Mr. Matias held the position of Managing Director of Governance, Strategy and Marketing and, on an interim basis, the position of Vice President of Retail Network.
He has a degree in Financial Management and an MBA in Leadership, Innovation and Management, as well as an International Specialization in Real Estate Credit and Securitization.

He holds a degree in Physics and Civil Engineering, an MBA in Banking Management and is studying for a master’s degree in Public Administration.

Born in Joaçaba/SC, Ms. Ferreira began her career at CAIXA 34 years ago, in Florianópolis/SC. She held management positions at the Headquarters for 17 years, with emphasis on her role as National Superintendent in the Human Resources area, from 2017 to 2020. She also worked as manager in the areas of Communication and Marketing, Press, Channels, CRM and Customer Strategy. In January 2023, she took on the role of Management Consultant.
She has a degree in Business Administration from Escola Superior de Administração e Gerência de Santa Catarina (ESAG), a postgraduate degree in Market Communication from Escola Superior de Propaganda de Marketing (ESPM) and holds the CPA 20 professional certification from ANBIMA.

Carlos Augusto de Andrade Jenier (Interim) | Legal Office | ||
Born in Vila Velha/ES, Mr. Jenier has been a career lawyer at Caixa Econômica Federal since 2003. He has held various leadership positions such as Executive Manager in Legal Services, National Manager in Legal Services for the Higher Courts, and finally as National Superintendent in Legal Services, working in the advisory and litigation areas. He is also an author of articles published in specialized magazines in the field of Tax Law and Constitutional Law. Mr. Jenier was a former member of the CARF/MF (Administrative Council of Tax Appeals of the Ministry of Finance) from 2011 to 2015, and has also worked as a professor at the Institute of Higher Education of Brasília – IESB and as a visiting professor at the Vila Velha University.
He holds a bachelor’s degree in law from the Federal University of Espírito Santo, an MBA in tax law from FGV and a master’s degree in Fundamental Rights and Guarantees from the Toledo Institute of Education – ITE/Bauru/SP. He is currently studying for a Master’s degree in Administration at the IIE Global Université de Bordeaux.
